With headquarter offices in Richmond, Virginia, privately-held RxEOB supports millions of people who are covered by health plans and pharmacy benefit managers with web-based software application services that improve their understanding of their pharmacy benefits – which leads to better medication adherence, lower costs, and increased drug safety.
RxEOB was founded over 15 years ago by Robert S. Oscar, a registered pharmacist who recognized that patients didn’t have a clue about their pharmacy benefits and needed his help at the retail pharmacy counter to sort through which alternative medications were available and how to get approval to receive them. Bob and some of his associates agreed that something needed to be done. So, together they began developing and implementing web-based portal applications to help members of health insurance plans better understand their pharmacy benefit options.
The RxEOB website portal applications they created were soon followed by the development of additional web-based tools for selecting pharmacy benefit plans at open enrollment and then these applications evolved into “workflow” time-saving tools used for managing formularies and for efficiently submitting and approving drug prior authorizations. These applications help corporate customers understand “all things pharmacy” for millions of patients receiving pharmacy benefits.
As health plan members began using more mobile technologies, RxEOB’s applications evolved to include consumer-facing mobile applications and personalized messaging services to bring relevant and personalized communications to members and patients about saving money on their medication expenses and encourage better adherence to the medications for better health.

Our People – Senior Management Team
Robert S. Oscar, R.Ph.
Robert Oscar has more than 25 years of experience in healthcare. Throughout much of his career Mr. Oscar has developed and implemented successful programs to effectively manage pharmacy benefit risk, including pioneering work in the Medicare HMO market. Before founding RxEOB, Mr. Oscar worked in the medical information systems industry-designing, developing and implementing several different claims analysis tools. Previously, Mr. Oscar also served as Clinical Coordinator for Maxicare/HealthAmerica of Ohio, where he helped develop one of the nation’s first outpatient pharmacy formularies. Mr. Oscar was Director of Outpatient & Contract Pharmacy Services for Bon Secours Health Systems. Mr. Oscar, a Registered Pharmacist licensed in Virginia, is a graduate of Ohio Northern University, and is certified in pharmacy-based immunization. Robert is active in several professional groups including the National Council on Prescription Drug Programs, and the Academy of Managed Care Pharmacy. He is married, has two daughters, enjoys reading and volunteers with the Henrico County Medical Response Corps with a special interest in community immunization programs and infant mortality prevention.
Bryan York, CPA
Chief Operating Officer
Bryan York has more than 15 years of experience in pharmacy management and information systems. He is a certified public accountant licensed in the Commonwealth of Virginia and a member of the National Council of Prescription Drug Programs (NCPDP). Prior to joining RxEOB, Mr. York served as an Operations Lead for the Bureau of Financial Institutions of the Virginia State Corporation Commission. Mr. York graduated Cum Laude with a Bachelor of Science degree in Business Administration from Virginia Commonwealth University and is a veteran of the United States Army.
Robert E. Mitchell III
Chief Technology Officer
As Chief Technology Officer, Rob Mitchell is responsible for RxEOB’s IT strategy, architecture, system performance and security, and software development and maintenance. Rob’s team takes a Scrum (Agile) approach to iterative software development, paired with a heavy reliance on process automation, data analytics and performance metrics. After graduating from University of Washington in 2006, Rob became Microsoft Application Developer (MCAD) certified and worked at Microsoft at its Redmond, WA headquarters, and subsequently started Mutiny and Bitsmash, both application development firms. Having also spent time studying at Kobe University and working in Japan, Rob brought his creative and collaborative software development approach to RxEOB in 2009. In his spare time, Rob enjoys making video games and practicing his mediocre Japanese.
Howard Darvin, M.D., FACS
Chief Medical Officer
He has spent 28 years in the clinical practice of vascular surgery in both academic and community settings. He attended Howard University and graduated from their 6 year B.S.-M.D. program in 1982. He trained in general surgery at U.C.L.A. Medical Center in Los Angeles, California and at Mount Sinai Medical center in Cleveland, Ohio. His vascular Surgery training was at St. Anthony Medical Center in Columbus, Ohio. He founded Vascular Solutions, a vascular surgery practice, built it into the largest private practice vascular surgical group in Northeast Ohio. Vascular Solutions merged with University Hospitals of Cleveland in 2006. He has served as Assistant Clinical Professor of Surgery at Case Western Reserve University School of Medicine 2009-2016. He has served on the board of the Juvenile Diabetes Research Foundation. He has a special interest in arterial venous fistula creation and Carotid artery occlusive disease, as well as Type I diabetes and renal insufficiency.
VP Account Management
A native of the US Virgin Islands, Jaleesa Webster joined RxEOB in 2014 as a business analyst and quickly rose through the ranks. In 2 years she was appointed Director Client Support, serving in that capacity until her recent promotion to VP of Account Management. During her time at RxEOB she has managed more than 15 health plan clients with a total of more than 32 million members.
Ms. Webster received her BA in cognitive science with a concentration in neuroscience from the University of Virginia, with a minor in anthropology. She is currently finishing her master’s degree in public health from the University of California at Berkeley. She has also received extensive additional healthcare industry training including CMS Medicare Parts C and D Compliance Training, HH-102 HIPAA HITECH Security (HTML5), and the HIPAA Privacy and Security Training Bundle.
When not at work, Jaleesa is a bit of an adrenaline junkie and enjoys trying new activities such as indoor skydiving, tubing, and hiking.
